(from an ebay viewer):It's a photocell controlled relay. The sockets are for a photocell and tube. When the light beam is broken, the relay inside is tripped and 110 volts is available at the third socket by the cord.

There is a rectangular terminal block that has "chicago imprinted on it and a name that is obscured by a screw.
